POLICY FOR THE MEN’S FELLOWSHIP DEPARTMENT

 

RESTORATION AND HEALING WORD MINISTRIES INTERNATIONAL

 

GENERAL

 

There shall be a Men’s Fellowship Department (MF) of the Restoration Worship Centre in Botswana which shall have the responsibility of promoting MF activities for the church.

Preamble

Just as God called Joshua to lead the children of Israel into the Promise Land, Samuel to proclaim his word and Nehemiah to rebuild Jerusalem, even so, God has called a new generation of believers to make God known. God is calling for men and women to serve as God's ambassadors and ministers of reconciliation in the midst of life's transition. Now is the time to take our place in the struggle. Now is the time to serve the present age our callings to fulfill.

 NAME

The name of this organization will be the

 MISSION

The mission of the MF is to minister to the intellectual (mind), physical (body) social needs ,psychological and spiritual (spirit) needs of the men in and outside Church. reaching out to men

PURPOSE

The purpose of this department shall be to plan and promote a programme for the men in Restoration Worship Centre in Botswana that will enhance the spiritual life of the church and provide practical activities which will assist in the church’s outreach to the needy and the lost. It’s aim shall be to make available to the local MFs the ideas, projects and fellowship that are the product of a unified effort, consistent with the constitutional principles of Restoration Worship Centre in Botswana. Its primary responsibility shall be he promotion of evangelism, discipleship and soul winning, within its field of activities

 

The fourfold purpose of the MF includes the following:

1.  Discipleship

Bring men into a covenant relationship with Jesus Christ, teaching them how to live Christ-centered lives, and serve as Christian mentors to youths.

 

 

2.  Leadership training

Develop young adults into Christian leaders within  Church and the community at large to effectively represent and voice the con­cerns of a new generation.

 

3.  Fellowship

Create and provide opportunities for Christian fellowship among males

 

4.  Networking

Provide resources for men ministries within the Church and the community at large.

Provide opportunities for young adults to use God-given gifts and talents for Kingdom building.

THE NATIONAL EXECUTIVE COMMITTEE

 

There shall be a national executive committee for the Men’s Fellowship

 

  1. Officer’s

 

a)    Composition

 

The committee shall be comprised of the following officers:

                                                             i.            The MF advisor

1.    Shall be a member of the General Presbytery

2.    Shall be a appointed by the General Council in consultation with the Men’s Fellowship

3.    Shall be responsible to the General Presbytery for the MF activities

4.    Shall play an advisory role to the committee

5.    Shall be an ex-officio member of the committee

 

And the following officers who shall be elected from the general MF membership:

                                                           ii.            The Chairman

1.    Shall coordinate all the activities of the Men’s Fellowship

2.    Shall convene the national MF committee meeting

                                                        iii.            The Vice Chairman

1.    Shall perform the duties of the chairman in his absence

2.    Shall perform any other duties delegated by the chairman or assigned in the committee meeting

                                                        iv.            The treasurer

1.    Shall be the custodian of the MF finances

2.    Shall maintain a record of the finances

3.    Shall turn over all the monies to the General Treasurer

4.    Shall liase with the General Treasurer with respect to expenditure and withdrawals pertaining to MF activities

                                                           v.            The Secretary

1.    Shall keep record of all the minutes of the meetings of the committee

2.    Shall be the key contact for all correspondences

3.    Shall maintain records of the operation of the department

                                                        vi.            The Vice Secretary

1.    Shall perform the duties of the secretary in his absence

2.    Shall perform any other duties delegated by the chairman or assigned in the committee meeting

                                                      vii.            And two Additional Members

1.    Shall perform duties assigned in the committee meeting

2.    Shall be available to fill in for any of the other officers as and when requested

 

b)    Meetings

                                                       i.                  The committee shall meet at least once every quarter

                                                     ii.                  Fifty percent (50%) of the membership shall form a quorum

                                                  iii.                  All the decisions made in a meeting where the members form a quorum shall be binding

                                                  iv.                  Transport and meal costs for the meetings shall be borne by the MF Department, provided the resources are permitting

 

c)    Term of Office and Elections

 

  1. The National MF Committee shall serve for a period of three years, unless the General Membership agrees at the Annual Conference to elect a new committee
  2. The MF advisor shall officiate on the elections
  3. The motion of no confidence on the committee shall be successful only if:
    1. There has been three months notice of such motion
    2. It is supported by two third (2/3) majority
  4. Members shall be notified in writing three (3) months in advance if there will be elections during the MF conference
  5. Each district shall elect seven nominees to stand for the elections
  6. The election process shall be as follows

a.    For each post, five names shall be nominated from the list of nominees compiled, which includes all qualifying nominees from the local MFs conference

b.    The voting shall be by secret ballot

c.    The candidate with the highest number of votes shall be the winner

d.    In a case where there is a tie, i.e. two or more candidates having the highest numbers of votes, then there will be re-voting for the candidates who are in the tie

e.    If the tie is not broken after two re-voting exercises then an independent member from the fellowship shall be selected to pick three votes at random from the last voting, and the outcome of this random selection shall declare the winner

 

  1. Duties of the committee

a)    To provide a uniform program for the MF activities throughout the Restoration Worship Centre in Botswana

b)    To provide assistance, give guidance and recommend projects to be followed by the District MFs in their activities

c)    To facilitate and organize the Annual MF conference, and other activities at a national level

d)    Assist in the organization of district MFs in cooperation with the district councils

e)    Promote the MF program to the District MFs I consultation with the District Councils

 

  1. Finances

 

a)    Monies received in the National MF Conference and through projects sponsored nationally shall be kept in the General Council Treasury and shall be used a s directed by the National MF Committee

b)    Registration fees shall be collected at all the conferences and district conferences. The registration amounts shall be determined from time to time

c)    Proceeds collected at National events shall be collected by the National Executive Committee, while proceeds collected at the district level shall be collected by the District MF Committees

d)    The costs for travel shall be calculated on mileage basis if own vehicle was used, otherwise the costs shall be based on the public transport rates

 

  1. MF Conferences And Other Events

a)    The General Presbytery shall declare the dates for the National MF conference, on an annual basis in conjunction with the national MF Committee

b)    The National MF Committee shall prepare an annual plan outlining the dates for all its major events in consultation with the District MF Committees

 

 

 

DISTRICT

 

  1. General

-        There shall be a District MF Committee for each district which shall have the responsibility to promote MF activities at the district level

  1. Officers

-        The district committee shall comprise of the following

                                                             i.            The Chairman

1.    Shall be a member of the National MF Committee

2.    Shall coordinate all the activities of the MF at the district level

3.    Shall call and convene all the meetings of the District Committee

                                                           ii.            The Vice Chairman

1.    Shall perform the duties of the chairman in his absence

2.    Shall perform any other duties as delegated by the chairman

                                                        iii.            The Secretary

1.    Shall keep minutes of all meetings of the District MF Committee

2.    Shall be the key conduct of all correspondences on behalf of he District MF Committee

                                                        iv.            The Vice Secretary

1.    Shall perform the duties of the chairman in his absence

2.    Shall perform any other duties as delegated by the secretary

                                                           v.            The Treasurer

1.    Shall keep all the financial records

2.    Shall pass all monies received to the District treasurer for banking

3.    Shall liase with the District Treasurer with respect to the expenditures and withdrawals for the MF activities

4.    Shall coordinate all the fundraising activities at the district level

                                                        vi.            Two Additional Members

1.    Shall perform any duties assigned in the committee meeting

2.    Shall be available to fill in for any of the other officers and when requested

 

-        Duties of the District Committee

                                                       i.            To facilitate the implementation of the annual plan

                                                     ii.            To assist in the organization of the local MFs

                                                  iii.            Shall be available to hold special meetings in the local MFs when invited by the Pastor on behalf of the local MF

                                                  iv.            Shall originate projects that can be adopted by the local MFs

 

  1. Finances

The finances for the District MF operation shall be used as directed by the District MF committee

 

  1. Meetings

Fifty percent (50%) of the membership shall constitute a quorum for the District MF Committee meetings

 

  1. Term of office and Elections

a.    The District MF Committee shall serve for a period of three years, unless the General Membership agrees at the District Conference to elect a new committee. Such motion of no confidence shall have been notified three months in advance

b.    The MF chairman shall officiate on the elections

c.    Members shall be notified in writing, three months in advance, if there will be elections during the MF District conference

d.    Each local MF shall nominate a maximum of two names to be considered when electing the new committee

e.    The election process shall be as follows:

  1. Relationships

-        The National Executive Committee:     The District Committee shall operate under the supervision and guidance of the national executive committee. The vision statement and the Annual plan shall play a critical role in ensuring harmony in all the activities

 

 

LOCAL MEN’S FELLOWSHIP

 

1.    MEMBERSHIP

 

a)    All men who are members in good standing of a local Restoration Worship Centre may become members of the MF. Membership in the MF shall carry with it the right to vote, to hold office, and to participate in all the activities of the MF

b)    Men who are prospective members of the MF may become associate members, without a vote, on condition that they have a definite experience of salvation and are in regular attendance at the Restoration Worship Centre services

c)    The membership shall be open to men of the qualities outlined above in a) and b) who are aged, 21 years or above. Younger men are welcome to participate in MF activities if they choose to do so

 

2.    THE COMMITTEE

 

a)    General

There shall be an MF committee composed of the Pastor, the Chairman, the Vice Chairman, the Treasurer and the secretary. It shall convene at the discretion of the Pastor and The Chairman. The committee shall have the power to act upon all matters pertaining to the local MF as a whole. It shall however be amendable to Church Board and the Pastor.

 

 

b)    Composition

 

The local MF committee shall comprise of the following:

                                                                   i.            Pastor

                                                                 ii.            Chairman

                                                              iii.            Vice Chairman

                                                              iv.            Treasurer

                                                                 v.            Secretary

                                                              vi.            Two additional members

 

With the exception of the Pastor who is an ex-officio member, the rest of the members shall be elected by the local MF, and shall be ratified by the Pastor and the Church Committee / Board

 

c)    Election of Officers

 

Voting shall be by secret ballot, and the candidate with the highest number of votes shall be the winner

 

d)    Duties of the Officers

                                                             i.            The Overseer

1.    Shall be the Pastor

2.    Shall oversee the activities of the Men’s Fellowship Committee

3.    Shall guide the activities of the MF towards the Church’s Vision

4.    Shall be the key liaison person between the MF committee and other committees in the church

                                                           ii.            Chairman

1.    Shall coordinate the operations of the MF

2.    Ensures that rules and procedures are kept

3.    Act as a mediator in cases of disagreement and steers the discussions to a point where decisions are made

4.    Shall call and convene meetings

5.    Shall run the meetings in such a way that all members have a chance to air their views

6.    Works with the secretary in preparing the agenda for the meetings

                                                        iii.            Vice Chairman

1.    Shall perform the duties of the Chairman when he is absent

2.    Shall perform any other duties delegated by the chairman

 

                                                        iv.            Treasurer

1.    Shall keep the financial books and record all monies received and spent by the MF, and shall turn over the monies, at the time they are received to the Restoration’s Treasure for banking

2.    Shall give a monthly financial report to the committee

3.    Shall coordinate fundraising activities, therefore he shall:

a.    Keep record of all monthly contributions and pass the proceeds to the church treasurer

b.    Keep record of all pledges, receive the monies and pass them on to the church treasurer

c.    Distribute and collect back all sponsored walk sheets, receive back the monies and pass the proceeds to the church treasurer

d.    Distribute any material for sale, receive the monies and pass the proceeds to the church treasurer

4.    Count offerings received and pass them on to the church treasurer

                                                           v.            Secretary

Shall:

1.    Keep an up-to-date record of the members

2.    Keep minutes of all business meetings of the local MF, and of the MF committee

3.    Conduct all correspondences carried out in the name of the local MF, as directed by the Pastor and/or the Chairman

4.    Perform all the publicity duties of the MF – by forwarding the announcements to the church secretary

 

 

                                                        vi.            Vice Secretary

Shall:

1.    Perform the duties of the secretary in his absence

2.    Shall perform any duties delegated by the secretary

                                                      vii.            Two Additional Members

1.    Shall perform any duties assigned in the committee meeting

2.    Shall be available to fill in for any of the other officers as and when requested

 

3.    RELATIONSHIPS:

a.    To the Pastor:  The MF shall be under the general supervision of the Pastor, whose counsel, advice and direction shall be respected in all activities which affect the relationship of the MF to the church and its activities

b.    To the Church:  The activities of the MF shall be in harmony with and shall not detract from the regular activities or services of the church

c.    District MF Committee:  The MF shall operate under the guidance and framework set out by the district MF committee

    1. National MF Committee:  The National MF Committee shall not be directly related to the local MF’s except through national programs which would have been agreed with the District MF Committees

4.    MEETINGS

a.    The MF shall endeavor to hold weekly ly meetings

b.    Executive shall Endeavour to hold monthly meetings

c.    Elections shall take place once every two/three years, preferably in the month of January the meeting shall have been for two consecutive Sundays prior to the election

 

 

5.    DISCIPLINE

Membership in the MF shall be maintained as long as the member lives up to the requirements for the membership. Any member who has been suspended from church membership automatically loses his MF membership

 

6.    FINANCES

Funds of the local MF shall be used as directed by the MF Committee, in consultation with the Pastor

 

7.    POLICY CHANGES

This policy is set by the Men’s Fellowship in consultation with the visionary and may be changed at any annual conference

 

     8. MEMBERSHIP

The membership shall be open men of the qualities outlined above in a) and b) who are aged, 22 years or above. Younger men are welcome to participate in MF activities if they choose to do so

A) TYPES OF MEMBERS

 

1. Regular.

       Membership in this organization shall be comprised of all women of the church, who are registered members of the local except women who are pastors, in good and regular standing in their Local organization

 

 2. Associate. Women who are prospective members of the WF may become associate members, without a vote, on condition that they have a definite experience of salvation and are in regular attendance at the Restoration Worship Centre services

All female in good standing in the Local ^church may become an Associate member until they become full members of the church..

 

 3. Life. Life membership shall be governed by the provi­sions

 

 

 

 

 

 

 OFFICERS

1.OPERATIONS

a)    The elected officers of this organization shall be the same as the all levels, with the same duties.

b)    No person under twenty-five years of age shall be eligible to run for or hold elected office.

c)    The appointed officers shall be chairpersons of standing committees who will assume office when appointed by the President/oversight.

d)    The national committee shall meet at least twice a year to prepare its goals and objectives for the year and to evaluate the work. Specific times and places shall be set by the President.

 

2. DUTIES OF OFFICERS

a)    The duties of all officers in the local church shall correspond with their counterparts on district, and the national.

b)    The President shall be a member of the Official Board

c)    The duties of all officers on the national level shall parallel those of the local and district level counterparts.

 

COMMITTEES

All standing committees LEADERS shall be appointed by the President/oversight and shall have the same function and responsibility as those on the local l and l district levels.

VOTING

All men and young adults registered at the national conference the above the ages of  twenty  shall be eligible to vote.

 

MEETINGS

a)    The local committee shall meet quarterly to plan, organize and evaluate women’s work in the church. Goals and objectives shall be set at its meetings.

b)    Other meetings as necessary may be called by chairperson/President.

 COMMITTEES

Standing Committees leaders in the local shall be appointed by the President/oversight

 have the same function and responsibility as those on the local, district l, and national levels.

 

Terms of office

The officers shall be elected to serve for a term of two /three years or until successors are elected .Their term of office shall begin immediately following the convention/meeting  at which they are elected.

 

Qualification to run for office

Any person seeking to be elected to office shall

a)  Be active and in good sand regular standing in the local church

b)  Have registered and participated in WF for at least one - two years unless approved by oversight

c)  Be active and support church through tithe’s and service, support conferences and church programmes.

d)  Must have a clear testimony of faith and filled with the holy spirit

e)  Must be serving in a church department and devoted to the faith

f)     Must be approved by the spiritual covering

g)  Must present credentials/references bearing the name and signature of supervisor and bishop/senior pastor.

 

APPOINTED OFFICES

Appointed officers shall be chairpersons of standing committees of the organizations, such officers shall be appointed by the overseers in consultation with the leadership at the appropriate level. Any one appointed to standing committees shall be at least 20 years of age unless otherwise proved by calling and maturity by oversight and active at all levels of the organization.

 

OUTGOING OFFICERS

Out going officers shall transfer all records, books, papers, property belonging to the organization to in coming officers within a month of elections/ convention/ appointment results

 

DISQUALIFICATIONS/REMOVAL FROM OFFICE

Any officer elected or appointed, not performing his or her duties may be subject to removal from office. the overseer will be notified in writing with a copy to the national or district /local leadership .If such failure continues for a period of ninety (90) days after notification the matter will be referred to the board for action .The officer may be removed for failure to perform .   

 

STANDING COMMITTEES

The following committees are established to implement and facili­tate the goals, objectives, programs and projects of the organization.

 

1. Program Planning. This committee, consisting of all standing committee chairpersons, shall be responsible for:

a. planning and implementing MF activities,

The Doctrine and Discipline of the word of God and emphasize the vision of restoration;

 

b. developing programs and MF activities  which enhance leadership skills to prepare Male adults for leadership roles.

 

c. providing creative opportunities on all levels for men adults to experience the awareness of God's presence in their midst and respond to that presence with devotion and commitment; and

 

d. sponsoring programs and activities which help members transition from the organization to the larger community of organizations in the ministry.

 

 2. Membership Outreach.

The duties of the Membership Outreach Committee shall be to:

a. plan strategies to reach out, nurture and affirm members ,other male adults to join and actively participate in the organization;

 

b. develop programs and other events to motivate members and other young people to be a strong witness in Christian faith by participat­ing in mission endeavors, Evangelistic Crusades and other ministries;

 

c. prepare and circulate model programs of welcome for new mem­bers and awards for others.

 

d. plan Self Denial/servant hood/sacrificial  week and implement the men’s fellowship  outreach to the needy in society.

 

 3. Christian Social Relations. This Committee shall:

a. help children, youths and young adults understand community and social needs and on the basis of Christian conviction, work to meet those needs through personal influence and group action;

b.  plan supervised forums, educational activities, programs and discussions on vital subjects pertaining to youth  life, including but not limited to inviting speakers who are specialists in such fields as dating, s courtship, choosing a career, financial management, marriage, parenting, and honor ,care for the elderly.

c. bridge the gap between the church and the community on politi­cal and social issues (children and senior advocacy), juvenile delin­quency, prison reform, migrant ministries, drugs, alcohol, sex and sexuality, sexual perversion, HIV/AIDS and other social diseases;

d. involve children, youths and young adults in community activities and churchmanship (participation in the life of the local church) and stewardship (time, talent, and material possessions); and

e. work in cooperation with the Membership Outreach Committee in planning Self-Denial Week

 4.Fund raising, Budget and Financial Estimates. This committee shall be chaired by the Financial Secretary and shall:

a. study the complete financial picture of the organization, organiza­tional needs and interpret the same to the Districts and the national Conferences;

b. suggest financial resources and help plan projects to raise the finances needed by the organization; and

c. prepare a yearly budget request for transmittal to the Executive Board of the organization, at such time as to permit the Executive Board's review and approval of the budget request prior to transmittal to the Commission on Administration of the youth department.

 5. Constitution and Bylaws. This committee shall:

a. study, analyze and revise suggested recommendations for changes to the Constitution and Bylaws received from the Conferences through the  districts; and

b. submit recommendations for revisions of the Constitution and Bylaws to the Constitution and Bylaws Committee of the youth ministry , at such times and in such time periods as pro­vided in the Constitution and Bylaws of the youth ministry.

 6. International Relations. The International Relations Committee shall:

a. provide opportunities for children, youths and young adults in the nation and those overseas districts to exchange ideas, pro­grams, and objectives;

b. facilitate and encourage through intercultural exchange and understanding

c. encourage participation in the  mission programs of the youth ministry .

d. keep up and facilitate the organization's work in the overseas area, by providing study materials, funds for specific projects and other scholarship assistance for orphans, overseas members.

 7. Campus/evangelism  Ministry. This committee shall:

a. enhance the religious life and spiritual values on campuses and clarify moral and ethical concerns;

b. nurture the spiritual values of students by commitment to Bible study and emphasis on critical thinking, learning how to interpret and understand the Bible properly;

c. emphasize the traditions of the Church and provide opportunities for the involvement of restoration  Church students on college/university campuses;

d. counsel with and/or direct persons to the appropriate agencies when they are faced with personal challenges;

e. provide a place for students to gather for Christian fellowship, Bible Study, prayer, discussions and other activities;

f. obtain the names of organizational members on college cam­puses, to share with members attending the college/university and to facilitate units on campuses to affiliate with local churches, the Conference in the  district in which the college/university is located; and

g. secure the names and learn about the needs of stu­dents of the church in schools  and attempt to meet and interact with them, thereby making their educational stay more enlightening, enriching and productive. Names of such stu­dents shall be shared with the  districts and national leadership..

 8. Nominating. The Nominating Committee shall:

a. select and present nominees and report these nominees to the general leadership

b.  at least seven months prior to the national Convention, call for nominations through a notice published in an official  and  appropriate publica­tion. Such notice shall also indicate how a nomination form may be obtained. Nomination forms shall be sent to Executive Board members and  Supervisors for distribution to interested persons. The nomination form shall request individuals to give biographical data and other information which will aid in the selection of candidates. On receipt of all information the Nominating Committee shall meet and select final candidates meeting the qualifications herein and whose names will be placed on the ballot according to the procedures within these Bylaws;

c. create and provide the necessary credential forms to all prospective nominees for office. Such credential forms shall be returned by prospective nominees, bearing the signature of the senior pastor and Supervisor, no later than ninety (90) days prior to Convention; and

d. prepare a ballot of nominees for office to be presented at the  Convention. Nominations shall not be accepted from the floor of the  Convention. Members of the committee shall be ineligible for nomination to any position to be filled.

 9. Evaluation Committee. This committee shall survey the strengths and weaknesses of each meeting, make recommenda­tions for improvement, and provide recommendations for meeting top­ics. This committee shall distribute and utilize evaluation sheets for this purpose.

 10. Voter Registration. The Voter Registration Committee shall develop a program that promotes and encourages young people to register to vote and actively participate in the democratic process.

 11. Monique Gonzales Memorial. This committee shall plan and conduct a memorial service, during each Convention for deceased members of the organization.

12. Selection of National Committee Members. Each l district shall be represented on each standing committee. No  district shall have more than one member, and the terms of the mem­bers' appointments shall be consistent with the terms of office of the elected and appointed officers as provided in these Bylaws.

 

EX-OFFICIAL

 LOCAL EX-OFFICIAL

Ex-official members shall be the bishop/overseer, senior pastors, mission’s pastor, leader of men’s fellowship 

 NATIONAL EX-OFFICIAL

Ex-official members shall be the bishops, apostolic and prophetic team, and ministry president
